hello im looking for

a decent portable system to play the emulators on ...... mainly the old consoles and mame but I don't know what to get or where to get it  any advice is appreciated .... also I'm looking for anything under a hundred bucks ..... might go higher  depending on what it does ....... thanks

Under a 100$, the PSP is a good choice i would say yeah.
You can easily put a CFW on it, overclock the proc, and you now have access to Retroarch.
(including Mednafen-PCE fast, among others...)

It can emulate the CPS-1, CPS-2 and the Neo Geo but as far Arcade goes, it is not powerful enough.
(even the PS Vita struggles with some Arcade games)

And that's pretty much it...
Everything else either requires modding (a modded RPI3), costs more than 100$ (PS Vita, SHIELD) or it is just not worth it. (a cheap android device + MOGA controller)

JXD devices are now overpriced junk... and they still manage to have quality issues.
The Cortex A7 has not aged well and you are going to have issues with some Arcade games.
You will essentially spend 120$ on nothingness.

But then it depends on what kind of arcade games you play.
You will have to be more precise.

You are probably better off buying a GPD XD from Dragonbox...
when they are available lol.
They still have the 64GB model available but it will cost you 210$...
I hope DragonBox will get some 16GB devices soon.

Some people here just buy a IPEGA controller and buy a tablet to go along with.
If you are courageous and you have no problem hacking android devices,
then one trick is to buy the Fire HD 7" and a IPEGA controller.
You will have to hack the Fire HD, root it and put Cyanogenmod with flashfire... Not for the faint of heart.
But if you manage to do that, you would have spend only 80$ on both, with better specs.

It's up to you really...
If i were you, i would spend more money on a Nvidia Shield or XD and be happy with it.
Spend less and you essentially wasted money on a crappy device.
If you don't want to spend more than 100$ and don't want to hack around, then keeping your money will probably
make you feel better then being ripped off, like many dudes you can encounter here.

Get a PSP 3000.

I agree that PSP is the best choice in this case  8)
