So this topic was pointless upon further testing and realizing that turbo boost puts the processor at running at 2.4/2.56GHZ. Not sure why, but I had convinced myself that the turbo speed was only 1.76ghz, probably from weeks of arguing whether the .16 difference between the 8700 and 8750 would merit any noticeable increase in FPS.

TLDR; Of course turbo boost is important for cpu heavy programs such as more modern emulated systems.

It honestly depends on the games like you mentioned. I use throttle stop to disable turbo and noticed that in some games, disabling turbo doesn't really impact the fps since those games are more gpu intensive. One of the games where turbo doesn't matter is in Alice: madness returns, prince of persia- forgotten sands, and etc.

It should help emulators like PCSX2 or Dolphin as they benefit from higher frequencies to get higher fps.
Other PC games that are rather GPU limited won't be affected much or not at all.
