Yes that should be fine.

As long as the charger is rated @ 5V and is NOT listed as a "Fast Charger" it should be safe. Outwardly there is no way to really tell if a cheap charger is unsafe. Generally the danger is to you, not to your device. A charger with improper isolation can become live at mains voltage and fry YOU before it frys your device.

The power supply is not a delicate flower and can handle some voltage variances within a certain tolerance. Do not be overly paranoid. A fast charger goes through a range of voltages up to about 24 volts and that is what is damaging in that case. Most fast chargers SHOULD be intelligent enough to know now to put out more than 5V to an unsupported device but not all devices are made the same.

Is a Samsung Charger with 5.0V - 2.0A from my old Galaxy S4 ok? Or should I use anything else?

It might be slightly slower than with the GPD XDs original charger but it will work.

It might be slightly slower than with the GPD XDs original charger but it will work.
It'll be just as fast. The XD only charges at 1A from my testing so 2A is plenty. The only device I've ever owned that pulled that much is my Cube i10 tablet and my LG G3 which can both pull 2A. It won't harm the device either.
