What do you mean by casting? Something like miracast? Because Wifi Display app is for that.

Well some devices have it under display option for it to work - I do have a tronsmart T1000 miracast dongle
But it seems on setup it needs the casting option under display to work.. I have a ifive 2x Tablet and it has a few custom roms kitkat and one has casting option while the other rom don't so it seems it can be add to a rom
if that makes sense.. and its rockchip.. so I just though it could be added to your custom roms for people to use...

But the wifidisplay app doesn't work with your dongle? Maybe you can try with kitkat rom to see if it makes a difference. But adding casting option to display options is similar that using wifidisplay app, so I don't think it makes a difference.
