Has anyone attempted to rebuild an OS to flash onto the GCW-Zero? I think a lot more could come out of this nearly dead device if a new OS could be constructed for it.

The OS is fine and works perfectly. It's the availability of the device that is the issue.
Many have tried to order them and the orders never came through.

It seems most support for this system has completely died out, even on the consumer homebrew side. With a new OS, maybe there would be stimulation for more ports and more games.

A new OS would add what?
The current OS works great and can do everything you need it to. A new OS wouldn't do anything for the system at all. It's not like the device gets a surge in popularity all of a sudden, because the device is simply not available except for 2nd hand devices.
The GCW Zero had it's popularity spike and has now died out because of lack of availability and devs have moved on to new devices that are still available like the RG-350 and similar devices still currently on the market.
The problem was the people behind the device couldn't handle supply and demand. People made orders for devices with them and they couldn't deliver for vague reasons and kept postponing deliveries until everyone was fed up and just asked for refunds. It's sad, but the truth.

The OS is Linux by the way with GMenu2x as a front-end. There are still developments active in the firmware, but I have no clue were that stands at this point. Development was slowed down for various reasons. Not sure what the current status of it is or if it is still actively being worked on, as other devices have sort of taken it's place now and devs probably have moved on to more productive things.
