Not sure if Command and Conquer would work via DosBox.

But if we're talking RTS (real time strategy) games Dune II runs very well on Picodrive and it's C&C's daddy.  :)

You may want to try them on the rudimentary PS1 emulator, I think there were at least two C&C games ported to the PS1.

Dune II works quite well in Dosbox in GCW 0 too (though, mouse emulation is not that good) - at least for the parts that I tried (didn't play it extensively).

C&C's (at least up to Red Alert, which was not a DOS game anymore IIRC) had the very annoying bug with larger missions and AI - the speed slowed down to a crawl.
My Hocoslamfy highscore: 107. Also try Freedroid for GCW0!
