Need some help with the Win CBIN converter

Hello all, I am having a little bit of trouble getting the cbin converter to work and almost as much trouble finding help for it by searching, so I'm buckling down and asking here  ;) . I'm currently running Vista Home Premium 32-bit (working on a move to 7 Pro 64-bit) and am having issues launching cbin.exe. It appears to launch for a mere second and closes. I've enabled compatibility for XP and 2000 (not at the same time, lolz) and run as administrator, and still the same issue. What do I need to do to get this puppy to run? Thanks very much!!!

You have to open a console: run cmd, navigate to the folder containing cbin (e.g. cd c:\psx) and run cbin.  :)
