If i understood the video right, I think you're mixing things. You can't port "Dingux for Android", that Ubuntu version is not "for Android" it's for ARM devices (like most Android devices are).
So, the proper question should be if it's possible to port OpenDingux to ARM devices.
The optimistic answer is yes, is possible if you have enough information to write new driver for all the hardware (OpenDingux is based and optimized for the Dingoo A320 hardware). Also, you need to do a lot of work for each device, there are LOTS of Android devices and you need to port OpenDingux on each new one.
Also, the Dingoo A3xx and the GCW Zero have MIPS processor, so binaries won't be compatible with ARM processors, you'll need different builds.
And the last one, I think you can't access OpenDingux through VNC like in that video, so someone would have to implement it.
