SDLVICE-dingoo-2.3 emulates the C64, the C64DTV, the C128, the VIC20, almost all PET models, the PLUS4 and the CBM-II (aka C610). You can download it here:

How to make it run at 400 x 240 pixels:Make a text file and name it x64.cfg in your SDLVICE-dingoo-2.3 folder. Open x64.dge to start the emulator and press the select button to open the configuration menu.
To use resolution 400 x 240 you've got to change these settings:
Video settings -> Size settings
Size settings
Double size
Double scan *
Fullscreen *
Fullscreen mode
Automatic
Custom *
Custom resolution
Width 320
Height 240
Resolution limit mode
Off
Max *
Fixed
Note: Width
320 isn't a typo.
After changing the settings.
Settings management -> Save current settings to
Save the settings to the x64.cfg and quit the emulator.
Edit the x64.cfg with a text editor and change the SDLCustomWidth.
SDLCustomWidth=400
Start x64.dge in the SDLVICE-dingoo-2.3 folder and press the select button to open the configuration menu.
Settings management -> Load settings from
Load the settings from the x64.cfg with the SDL custom width changed to 400.
After loading the settings.
Settings management -> Save current settings
Save settings on exit *
Note: This is an example how to change the resolution for the x64.dge. This has to be done for every every SDLVICE-dingoo-2.3 emulator. All you have to do is create the emulator cfg file and follow the steps above.
SDLVICE-dingoo-2.3 should now be running at resolution 400 x 240.
