Nope, it's the processor speed.

200mhz bus speed + any kind of multiplier would be like PC hardware 5 years ago, and not at all mobile

Not at all true, the processor speed of the Dingoo is a multiple of it's bus speed. The Dingoo also has multiple busses each of which are some multiple of the PLL speed, trust me I wrote an overclocker.
