It's not a charger problem, maybe the device, its rom or its data.
My recommendation, even no experience about that issue is
1- Try letting the device drean all its battery, after that, try to charge till 100%
2- Try with some programs about battery problems, I think some of them make different between of them, try with battery calibration, it will remove help you to remove a file called batterystats.bin, Google engineer say that file only only delete stats about battery usage, but you don't lose anything trying.
3- Delete all data, for example using the pinhole, remember make backup of important things.
4- Try flashing a new rom, but make sure you're battery is as much charged as you can.
